<div>As a mark of respect for the memory and longstanding service of Senator Robert C. Byrd, President pro tempore of the Senate, I hereby order, by the authority vested in me by the Constitution and the laws of the United States of America, that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset on the day of his interment. I further direct that the flag shall be flown at half-staff for the same period at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.</div>

<p>I also direct, that in honor and tribute to this great patriot, that the flag of the United States shall be displayed at full-staff at the White House and on all public buildings and grounds, at all military posts and Naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions on Independence Day, July 4, 2010. I further direct that on that same date, that the flag of the United States shall be flown at full-staff at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.</p>

			<content:encoded><![CDATA[<p>The December 7th, 1941, Japanese raid on Pearl Harbor was one of the great defining moments in history. It is often referred to as &#8220;The Day that will live in Infamy&#8221;. In one carefully planned and well executed stroke the Japanese Empire removed the United States Navy&#8217;s battleship force as a possible threat and propelled the United States into the Second World War as a full combatant.</p>
<p>By late November 1941, with peace negotiations clearly approaching and end, informed U.S. officials fully expected a Japanese attack into the Indies, Malaya and probably the Philippines as well. Completely unanticipated was the prospect that Japan would attack east as well.</p>
<p>On the morning of December 7th, 1941, the incoming Japanese attack planes were detected by radar and reported, but were mistaken for an incoming group of American planes due from the mainland. While on practice maneuvers outside the harbor that morning, an American destroyer spotted a Japanese submarine attempting to sneak into the harbor. The submarine was fired upon, immediately reported- and ignored.</p>
<p>About 360 Japanese attack planes had launched at dawn from aircraft carriers in an attack force of about 33 ships. At 7:55 am the first bombs and torpedoes were dropped. After two hours, the U.S. sustained 18 ships sunk or severely damaged, about 170 aircraft destroyed, and there were more than 3,000 casualties. Japanese casualties were minimal.</p>
<p>What can the American people do to honor the men and women who lost their lives at Pearl Harbor?</p>
<p>Fly the American flag at half staff from your flag pole on December 7th to honor those who died in the attack on Pearl Harbor. On the direction of the President, the flag of the United States of America should be displayed at half mast on the homes of Americans, the White House and all United States government buildings.</p>

The brave victims, who risked their lives to protect their fellow countrymen, serve as a constant source of strength and inspiration to all Americans. We ask God to watch over the fallen, the wounded, and all those who are suffering at this difficult hour.</p>
<p>As a mark of respect honoring the victims of the tragedy at Fort Hood, Texas, I hereby order, by the authority vested in me by the Constitution and the laws of the United States of America, that the flag of the United States shall be flown at half-staff at the White House and upon all public buildings and grounds, at all military posts and naval stations, and on all naval vessels of the Federal Government in the District of Columbia and throughout the United States and its Territories and possessions until sunset, Tuesday, November 10, 2009. I also direct that the flag shall be flown at half-staff for the same length of time at all United States embassies, legations, consular offices, and other facilities abroad, including all military facilities and naval vessels and stations.</p>

			<content:encoded><![CDATA[<p>According to the <a title="United States Flag Code" href="http://www.aflag.com/uscode.html" target="_blank">United States Flag Code</a> Section 7.m:</p>
<p style="text-align: left;">M. The flag, when flown at half-staff, should be first hoisted to the peak for an instant and then lowered to the half-staff position. The flag should be again raised to the peak before it is lowered for the day. On Memorial Day the flag should be displayed at half-staff until noon only, then raised to the top of the staff. By order of the President, the flag shall be flown at half-staff upon the death of principal figures of the United States Government and the Governor of a State, territory, or possession, as a mark of respect to their memory. In the event of the death of other officials or foreign dignitaries, the flag is to be displayed at half-staff according to Presidential instructions or orders, or in accordance with recognized customs or practices not inconsistent with law. In the event of the death of a present or former official of the government of any State, territory, or possession of the United States, the Governor of that State, territory, or possession may proclaim that the National flag shall be flown at half-staff. The flag shall be flown at half-staff 30 days from the death of the President or a former President; 10 days from the day of death of the Vice President, the Chief Justice or a retired Chief Justice of the United States, or the Speaker of the House of Representatives; from the day of death until interment of an Associate Justice of the Supreme Court, a Secretary of an executive or military department, a former Vice President, or the Governor of a State, territory, or possession; and on the day of death and the following day for a Member of Congress. The flag shall be flown at half-staff on Peace Officers Memorial Day, unless that day is also Armed Forces Day. As used in this subsection —</p>
<ol style="text-align: left;">
<li>the term &#8220;half-staff&#8221; means the position of the flag when it is one-half the distance between the top and bottom of the staff;</li>
<li>the term &#8220;executive or military department&#8221; means any agency listed under sections 101 and 102 of title 5, United States Code; and</li>
<li>the term &#8220;Member of Congress&#8221; means a Senator, a Representative, a Delegate, or the Resident Commissioner from Puerto Rico.</li>
