Honoring Former Governor Carl Gutierrez

WHEREAS, the Honorable Carl Gutierrez, Former Governor of Guam, passed away on November 18, 2025; and WHEREAS, Governor Gutierrez served the people of Guam with distinction and honor for many years; and WHEREAS, it is fitting and proper to honor the memory of this respected leader; NOW, THEREFORE, I, [Governor Name], Governor of Guam, do hereby order that the flags of the United States of America and the Government of Guam shall be flown at half-staff from sunrise on November 20, 2025, until sunset on the day of interment on November 22, 2025, as a mark of respect for the memory of Former Governor Carl Gutierrez.
