WHEREAS, Joseph Flores, the former Governor of Guam, passed away on September 25, 2025; and WHEREAS, Governor Flores dedicated his life to public service and the betterment of the people of Guam; and WHEREAS, it is fitting and proper to honor the memory of Governor Flores and recognize his contributions to the island; NOW, THEREFORE, I, [Governor Name], Governor of Guam, do hereby order that the flags of the United States of America and the Government of Guam shall be flown at half-staff on all public buildings and grounds of the Government of Guam from September 27, 2025, until sunset on September 30, 2025, the day of interment.
