Andy Beshear ordered that flags at all state office buildings be lowered to half-staff through sunset on Sunday, Nov. 9, in honor of the Kentuckians lost because of the catastrophic plane crash near the Louisville Muhammad Ali International Airport Tuesday afternoon. Flags across the commonwealth are already at half-staff in honor and remembrance of former Gov. Martha Layne Collins and former Vice President Dick Cheney. Gov. Beshear encourages individuals, businesses and organizations throughout Kentucky to join in this tribute to plane crash victims as well.

The funeral for Dick Cheney will be held on November 20, 2025, at the Washington National Cathedral in Washington, D.C., bringing together national leaders, dignitaries, and invited guests to honor his decades of public service.

Following the cathedral service, Cheney will be laid to rest during a private interment attended by family and close friends.

According to the U.S. Flag Code, flags are to be lowered to half-staff from the day of his death until the day of his interment. On the day of his interment, flags will be returned to full-staff at sunset, marking the formal conclusion of the half-staff period under the statute.

Governor Meyer Orders The Lowering of Flags to Honor The Passing Of Vice President Cheney

Today, Delaware Governor Matt Meyer ordered all flags at state buildings and facilities to be flown at half-staff due to the passing of former United States Vice President Dick Cheney. According to the U.S. Flag Code, flags should be lowered to half-staff following the death of a former vice president, from the day of death until interment.

In light of the former vice president’s passing, Governor Meyer issued the following statement:

“Vice President Cheney believed in the promise of America as a shining beacon on the hill. Lauren and I are thinking of his wife, daughters, and entire family tonight as they process this immense loss.”

Jefferson City — Today, in honor of former U.S. Vice President Richard “Dick” Cheney and in accordance with 4 U.S. Code §7, Governor Mike Kehoe ordered that U.S. and Missouri flags be flown at half-staff at all government buildings in the State of Missouri, beginning today and continuing through the day of the former vice president’s interment, which has yet to be announced. “Vice President Cheney devoted his life to serving our nation with honor and distinction,” Governor Kehoe said. “Throughout his decades of public service, he exemplified unwavering commitment to the United States’ security and prosperity. In recognition of his long and distinguished career, we honor his life of service by lowering the flags across Missouri.” Cheney’s career in public service spanned more than four decades. He served as White House Chief of Staff under President Gerald Ford, represented Wyoming in the U.S. House of Representatives, and later served as Secretary of Defense under President George H.W. Bush. From 2001 to 2009, he was Vice President of the United States under President George W. Bush. On November 3, former Vice President Cheney, 84, passed away due to complications of pneumonia and cardiac and vascular disease.

Honoring Kathy Karpan, Former Secretary of State

Governor Mark Gordon has ordered both the U.S and Wyoming flags to be lowered to half-staff from sunrise on Monday, November 3rd, the day of interment, and remain at half-staff until sundown to mourn the loss of former Secretary of State Kathy Karpan. Karpan was born in Rock Springs and later moved with her family to Rawlins. She lived much of her adult life in Cheyenne, serving as Wyoming Secretary of State from 1987 to 1995. She received bachelor’s and master’s degrees from the University of Wyoming and a Juris Doctorate from the University of Oregon Law School. Karpan delighted in showing guests to her home the photograph of her shaking hands with President John F. Kennedy when JFK visited Laramie on September 25, 1963. President Bill Clinton appointed Karpan to serve as the first female director of the Office of Surface Mining Reclamation and Enforcement. Karpan passed away at the age of 83.

Stallings, a Democrat, served in the U.S. House of Representatives from 1985 to 1993 and later served on the Pocatello City Council.

Richard Stallings exemplified a lifelong dedication to the people of Idaho, and his enduring legacy of public service will long be remembered,” Governor Little said.

Honoring Lewiston Tragedy Victims

Governor Mills Directs Flags Lowered on Saturday to Mark Two Years Since Lewiston Tragedy

October 24, 2025

Governor Janet Mills has ordered that the United States and State of Maine flags be lowered to half-staff statewide from sunrise until sunset on Saturday, October 25, 2025 in remembrance of the victims and to honor the survivors of the tragedy in Lewiston. Tomorrow marks two years since the shootings at Just-In-Time Recreation and Schemengees Bar and Grille in Lewiston that took the lives of eighteen people and injured many others.

The Governor issued the following statement:

“As we mourn and pay tribute to those we lost two years ago, I hope all Maine people will support the victims’ loved ones and all those who were injured by showing the love that we have in our hearts for each other,” said Governor Mills. “Although nothing can lessen their loss, we grieve with the families of the victims and the survivors of the Lewiston tragedy so that no one feels alone. We open our hearts to those who were injured and to those who are still struggling with the aftermath of that night. And we offer unending gratitude to the people whose heroic actions saved lives and set us on the long and winding road to healing.”
