This is to advise that Governor Wes Moore ordered the Maryland Flag lowered to half-staff effective immediately. This action is in honor of Delegate Charles J. Otto, who passed away today, Friday, October 17, 2025. The Maryland flag will remain at half-staff until sunset on the day of interment (not yet known). Delegate Otto represented Legislative District 38A.

Governor Patrick Morrisey Orders Flags Lowered in Remembrance of Don Perdue

October 20, 2025CHARLESTON, W.Va. – Governor Patrick Morrisey has ordered flags lowered to half staff at the Capitol Complex in Charleston and all state buildings in Wayne County to remember the life and service of Don Perdue. The flag order begins at Noon on October 20, 2025, and remains until sunset on the day of internment.

“It is with sadness that I learned of the passing of former Delegate Don Perdue,” said Governor Morrisey. “For nearly two decades, he served the people of Wayne County and all of West Virginia in the House of Delegates. His leadership as chairman of the House Health Committee left a lasting impact on our state. Denise and my prayers go out to his friends and family.”

Don C. Perdue, who represented Wayne County in the West Virginia House of Delegates from 1999 to 2016, formerly chaired the House Health Committee. During his tenure, he served the Seventeenth, Eighteenth, and Nineteenth Districts. He was a pharmacist and the executive director of the Wayne County Economic Development Authority. Perdue was born in Kenova, West Virginia, earning bachelors of science degrees in chemistry from Marshall University and in pharmacy from Ohio Northern University.

On Thursday, October 9, 2025, Lee County Commissioner Mike Greenwell passed away at the age of 62. Commissioner Greenwell was a devoted public servant who was passionate about the well-being of his community. He was a lifelong resident of Lee County and local business owner, known for “Mike Greenwell’s Bat-A-Ball Family Park.” He was appointed by Governor DeSantis to the Board of County Commissioners in 2022 and subsequently reelected in 2024. Prior to his public service, Commissioner Greenwell was a professional baseball player for 12 years with the Boston Red Sox and was inducted into the Red Sox Hall of Fame in 2008. Our prayers are with his family, friends and community. 

To honor the memory of Commissioner Mike Greenwell and his service to our state, I hereby direct the flags of the United States and the State of Florida to be flown at half-staff at all local and state buildings, installations, and grounds throughout Lee County from sunrise to sunset on Tuesday, October 21, 2025.

Honoring Senator Claire Celsi

Gov. Reynolds orders flags lowered to half-staff on October 25 in honor, remembrance of Iowa Senator Claire Celsi

Today, Gov. Reynolds ordered all flags in Iowa to be lowered to half-staff and remain at half-staff from sunrise to sunset on Saturday, October 25, 2025, honoring Iowa Senator Claire Celsi on the day a ceremony will be held to celebrate her life. “Claire was an impassioned voice for Central Iowa constituents and advocated on their behalf for several years in the State House. Even while privately battling illness, Claire made it a point to return to her post during this year’s legislative session and stand for her beliefs. Our family is praying for Claire’s loved ones at this time,” Governor Reynolds said. Celsi was elected to three terms in the Iowa Senate, representing Central Iowans in the greater Des Moines metro area. She was a ranking member of the Government Oversight Committee and also served on the Health and Human Services, Natural Resources and Environment, State Government, and Transportation standing committees, and the Administration and Regulation Appropriations subcommittee. A Des Moines area native, she graduated from Dowling Catholic High School and earned a bachelor’s degree in sociology from Drake University. In September 2025, Celsi’s family announced she had entered hospice care. She passed away on Monday, October 6, 2025. Flags will be flown at half-staff on the State Capitol Building and on flag displays in the Capitol Complex. Flags will also be at half-staff on all public buildings, grounds, and facilities throughout the state. Individuals, businesses, schools, municipalities, counties and other government subdivisions are encouraged to fly the flag at half-staff for the same length of time as a sign of respect.

(COLUMBUS, Ohio) —In honor of the life and service of Ohio State Highway Patrol Trooper Nicholas P. Cayton, Ohio Governor Mike DeWine has ordered that the flags of the United States and the State of Ohio shall be flown at half-staff upon all public buildings and grounds throughout Mahoning County, the Ohio Statehouse, the Vern Riffe Center, and the Rhodes State Office Tower today, and will remain until sunset on the day of his funeral. All other public buildings and grounds throughout the state may fly the flags of the United States and the State of Ohio at half-staff at their discretion for the same time period.

In accordance with the authority vested in me as Governor, I hereby order that the flags of the United States of America and the Commonwealth of Virginia be flown at half-staff on all state and local buildings and grounds in the Commonwealth in memory and respect of the Honorable Wyatt B. Durrette, Jr., who faithfully represented the 18th District in the Virginia House of Delegates from 1972 to 1978. I am deeply saddened by the death of Eastern State Hospital Security Guard Colleen Bass, 57, who was tragically killed in the line of duty on Saturday, September 27, 2025. I hereby direct that Washington state and United States flags at all state agency facilities be lowered to half-staff in her memory on Wednesday, October 15, 2025. A private memorial service will be held on that date.

Flags should remain at half-staff until the close of business or sunset on Wednesday, October 15, 2025.

Please notify all of your field offices and facilities around the state.

Other government entities, individuals, and businesses are encouraged to join this recognition.

Honoring Officer Henry J.R. Franklin

 — Today, in honor of Sikeston Department of Public Safety Officer Henry J.R. Franklin, Governor Mike Kehoe ordered the U.S. and Missouri flags to be flown at half-staff at government buildings in Scott, New Madrid, and Mississippi counties, all police stations, sheriffs’ offices, and Missouri State Highway Patrol general and troop headquarters across Missouri on Saturday, October 11, 2025, from sunrise to sunset.

“Officer Franklin devoted his life to courageously serving and protecting others, including nearly 20 years in the military, with two tours in Iraq, and over 12 years of service to the City of Sikeston as a member of Sikeston DPS,” Governor Kehoe said. “Officer Franklin died as he and other officers attempted to bring a murder suspect to justice. He will be remembered for bravely confronting violence and making the ultimate sacrifice so his fellow Missourians could live safer and more secure lives. Claudia and I are keeping his family, members of the Sikeston DPS, and all who loved him in our prayers.”

On October 6, Officer Franklin deployed as a member of the Sikeston Department of Public Safety Special Weapons and Tactics (SWAT) team to assist the Mississippi County Sheriff’s Office in the apprehension of a suspect in a homicide investigation. Officer Franklin was shot and killed by the suspect, who was concealed inside a residence, during the service of an arrest warrant.

Officer Franklin bravely served in the United States Army from March 2002 to February 2013 and the Missouri Army National Guard from November 2013 to August 2022, serving in both Operation Iraqi Freedom and the Global War on Terrorism, and rising to the rank of sergeant. He earned his Missouri Peace Officer License after graduating from the Southeast Missouri State Law Enforcement Training Academy on May 31, 2013, and was commissioned as an officer by the Sikeston Department of Public Safety on June 2, 2013. He served with distinction, including as a K9 Handler and as a member of the department’s SWAT team.
